Council discusses Can-Am training

Ron Dombek was reappointed to the Henryetta Hospital Authority Board with Diana Carter as an alternate for a term of five years at the Henryetta City Council meeting on Aug. 22.

Council members discussed allowing Todd Sterner to host free safety Can-Am dealer training at Henryetta Off-Road Track and Trail (HOTT). According to Mayor Jennifer Clason, Can-Am is extremely popular. In a letter sent to the City, Sterner plans to arrive at HOTT on Nov. 6 with two semi trucks full of units. His team would unload and scout the area to find appropriate trails. Then, on Nov. 7, he plans to host the dealer training from 8 a.m. to 1 p.m.

Several other agenda items were approved by council members as follows:

• Financial Reports, Meeting Minutes and Claims, all for the month of July.

• Payment to AEP/PSO in the amount of $24,285.24.

• Payment to Fuelman for $12,100.07.

• Payment to American Exchange Bank in the amount of $9,100.79 for lease/purcahse payments for a ladder truck and GMP fire truck.

• Payment to Henryetta Ecnomic Development Authority (HEDA) in the amount of $9,698.30.

• Payment to Bank of Oklahoma in the amount of $16,559.29 for 2014 Series Utility System and Sales Tax Revenue Note monthly payment.

• Payment to Bank of Oklahoma in the amount of $8,484.22 for a 2015 Note Series monthly payment.

• Payment to Emergency Medical Services in the amount of $7,260.57.

• Payment for Invoice No. 114173 to Oklahoma State Auditor and Inspector in the amount of $5,766.32 for the second bill. Mayor Clason said this is the audit brought on by the persistence and probing of Henryetta resident, Howard “Buck” Sheward. She said the estimated total amount the state auditor and inspectors office will collect is between $50,000 and $75,000 for the audit.

• Payment for Invoice No. 2792 to Eastern Oklahoma Development District in the amount of $12,000 for administration fees (Contract #16714 CDBG 15 Final Drawdown). Mayor Clason said this is for the city water tower.

• Payment for Invoice No. 25-230376 to Tyler Technologies, Inc. in the amount of $5,817.04 for maintenance fees. This company is where customer water bills are printed. Maintenance is also included in the fees.

Steve and Kathy Wilhite with BBR&G Environmental Service LLC. discussed goat grazing in the city. In a letter addressed to the City, Kathy Wilhite says that goat grazing will be better for the environment than using toxins which come from the use of machinery. She said that utilizing the goats, it will be more EPA friendly. The Wilhites compared and discussed the goats versus man power, machinery, invasive weeds and said the environment will be better. Several council members asked questions regarding the goat grazing. Mayor Clason suggested that the business look into insurance and come back to the next council meeting with a quote or bid for services.

Henryetta resident, Alan Kerby, discussed The School Trauma Kit Project and took questions from council members. Mayor Clason said the City could not make a donation, but as individuals, they could. The School Trauma Kit Project is ongoing and would appreciate any and all donations, Kerby said.

Council members approved withdrawal of a partial lump sum and reduced pension payment from the Oklahoma Municipal Retirement Fund for William “Bill” Phipps, a retired City of Henryetta sanitation worker.

Henryetta City Manager Donna White’s report for July includes:

Water Plant – Received a final report of the sanitary survey conducted by the Oklahoma Department of Environmental Quality for the water treatement facility, distribution and water storage.

Waste Water Plant – Young Contracting LLC completed the project which included motor replacement on the basin thickener. The sweeper arms were in housed with new molding at the time the basin was drained.

Street Department – Employees have been working with a reduced crew to keep up with work orders while they look to replace some vacancies. Mayor Clason said that the City is in need of workers who have a CDL license. Work performed during the month of July included: 15 tons of potholes patched; Two miles of blocks graded; One block swept; 15 piles of brush hauled off; Six culverts installed; Three blocks of ditches cleaned; 150 hours/15 days of work to brush hog blocks; Three signs were installed; 200 storm drains were cleaned; Two culverts were cleaned; Approximately 350 tons of gravel hauled and six pieces of equipment were washed and serviced.

Nichols Park – Foundation and electric work has been completed on the Jim Shoulders Memorial Monument. This was a joint effort between local contractors that volunteered and the city. The bathhouse, electrical has been completed and plumbing should be completed at the end of this week.

Henryetta Police Department – There were a total of 59 booked into the jail of which 43 were male and 16 were female. There were 58 released of which 43 were male and 15 were female. There were a total of 113 offenses and 76 total reports filed. According to the Sex Offender Record, there were five new sex offenders registered. There was a total of 1,572 radio log records for the month.

Henryetta Fire Department – Fire Chief David Bullard reported the following monthly numbers for July: 78 total incidents; 2 incedents were charged for the call; $600 was billed for the month and there was 307 hours of call back, FLSA and holiday overtime for the month. Service and good intent led with 21.79%, down 1.18%. Rescue and EMS calls followed with 14.10%, down 19.68%. Fire calls finished with 14.10%, up 4.64%. The fire department will be flowing and servicing the city’s fire hydrants throughout the summer months. Goddard Enterprise performed maintenance on several of the city’s storm sirens in July.

Henryetta Public Library – 50 magazines and 25 bookswere added to the collection. There were 950 materials checked out. Obituary searches totaled 17. There were 61 customer assistance or reference questions. Microfilm was used 20 tiems and public computers were used 425 times. There were 19 library cards renewed and 17 new library cards issued. Revenue from dues (out of county users) totaled $18.00. Revenue from fines totaled $28.05. Revenue from copies or faxes totaled $251.35. Revenue from donations to the Memorial Fund totaled $870.35.

There was no new business and the meeting adjourned.

City Council members attending the meeting included Ronnie Duke, Shannon Scott, Christy Jeffcoat and Janna Duggan. City Mayor Jennifer Clason and City Manager Donna White were also in attendance.

Henryetta Municipal Authority met following the regular city council meeting.

Agenda items approved by authority board members included:

• Financial Reports, Meeting Minutes and Claims, all for the month of July.

• Payment to Center Point Landfill in the amount of $14,500. Mayor Jennifer Clason commented that the city is “losing money on trash service” and that the amounts charged to residents and businesses needs to be adjusted.

• Payment to OWRB in the amount of $11,193.26 for a monthly payment.

• Purchase of Caustic Soda in the amount of $9,500 for the Water Treatment Plant. Mayor Clason said this amount has increased by $2,000 from the previous month.

• Purchase of Ferric Chloride in the amount of $8,500 for a monthly payment. This amount was increased by $1,000 from the previous month, Clason said.

• Payment of Contractor’s Application for Payment No. 2 to Young Contracting LLC in the amount of $16,758 for the Spur Gear Drive Replacement Project (sewer project).

• Payment to OWRB in the amount of $37,962.14 for a monthly payment.
