Henryetta City Council held their regularly scheduled meeting on Tuesday at the Civic Center on 4th Street.
Jennifer Clason, Henryetta Mayor, gave a Loyalty Oath and Oath of Office to new council member Ronnie Duke. Duke will fill the seat of Bill Goodner who recently resigned from the office.
Council members approved the purchase of two used Dodge Chargers from the Missouri Highway Patrol Fleet Sales Program. Total purchase cost will be $32,000 ($16,000 each) for the Chargers. Both vehicles will be all-wheel drive and will be covered by a two-year warranty. Henryetta Police Chief Steve Norman proposed this sale after the loss of a patrol car in May and due to an aging fleet without warranties. Insurance payoff for the patrol car loss was $23,000.
Mayor Clason reported that three hotels have expressed interest in Henryetta. A request was made to perform a Hotel Market Feasability Study (that will be reimbursed by HEDA). Council members unanimously approved the request.
“Any new business we can get in Henryetta, we need it,” Councilman Duke said.
Kaye Ashley and Aaron Martin were re-appointed to the Henryetta Board of Adjustments and Jill Francis was reappointed to the Henryetta Planning & Zoning Board.
City Council members approved a $10,027.05 payment to Doug Wadley, owner of Shoney’s Restaurant, for 2.5% of taxable sales for quarterly taxes for April 1, 2018 through June 30, 2018 that will be reimbursed by HEDA.
Approval of $10,000 for a Jim Shoulders Monument to be installed at Historic Nichols Park was made by council members. The amount will be reimbursed by HEDA. Mayor Clason said this will be a 25-year memorial and is a “massive man-made stone which will total “close to $30,000 when complete.”
Three bids were received for a new tractor for the cemetery. The first bid totaled $16,900 for a new L2501 DT with LDR Kubota Bear Drive. The second bid totaled $18,900 for a new L2501 HST with LDR Kubota. And the third bid was $14,000 for a used L3000 DT with LDR Kubota with 586 hours on it. Council members approved the bid for the Kubota L2501 with a bear drive for $16,900.
Ordinance No. 1056, an ordinance amending the employee retirement system, defined benefit plan for the City of Henryetta; providing retirement benefits for eligible employees of the City of Henryetta; pertaining to plan options; providing for contribution by employees; providing for employer pickup up mandatory contributions; providing for repealer and severability and declaring an emergency was approved. Mayor Clason explained that the ordinance is for retirement for non-union city employees to “bring them up to equal retirement with the union.” The ordinance will be effective immediately.
Payments approved by council members included:
– AEP/PSO in the amount of $22,829.19;
– Fuelman in the amount of $10,883.60;
– American Exchange Bank in the amount of $9,100.00 for lease/purchase payments for a ladder truck and GMP fire truck;
– Henryetta Economic Development Authority (HEDA) in the amount of $8,469.46;
– Bank of Oklahoma in the amount of $25,509.82 for 2014 Series Utility System and Sales Tax Revenue Note montly payment;
– Bank of Oklahoma in the amount of $17,619.60 for 2015 Note Series monthly payment;
– Invoice No. 11539 to Crawford and Associates, P.C. in the amount of $5,337.50 for professional services rendered.
Mayor Clason announced that the DEQ inspection went well and that the Oklahoma Department of Transportation (ODOT) has tasked the city with mowing along Hwy. 75.
June highlights of Henryetta Interim City Manager Donna White’s report included:
• Water Plant – Completed a yearly two-day inspection with the Oklahoma Department of Environmental Quality (DEQ) and should receive written reports in coming months. Haynes equipment has completed a transmission signal from the east tank to the treatment facility and replaced a transmitter on a decan effluent line.
• Waste Water Plant – Young Contracting, LLC started on motor replacement on the thickener basin. Operators at the plant are also replacing the blow-off valve on the mail lift station at the plant.
• Street Department – The new mowing assignment on Hwy. 75 between Main Street and Hwy. 75 and Hwy. 75 and Hwy. 266 has been completed.
• Nichols Park – The process of starting the Jim Shoulders Memorial Monument that will be located on the north entrance of the park has begun.
• West Side Sewer Project – Henryetta City Attorney John Insabella is in the process of obtaining easements for this project.
Other department reports are as follows.
Henryetta Police Department – Reported two felonius assaults, one breaking and entering, 14 larcenies and three motor vehicle thefts in June. Twenty-five males and 17 females were both booked and released from jail. There were 108 total offenses for the month, 220 citations filed and 45 citation warnings filed. Five new sex offenders registered in June. Sevent accidents were recorded. And there were 1,488 radio logs recorded.
Henryetta Fire Department – There were a total of 74 incidents reported in June of which one incident was charged for the call. Billing for the month totaled $300. There were 247 hours of call back, FLSA and holiday overtime for the month of which FLSA was 120 hours and call back was 127 hours. Rescue and EMS calls lead the month with 33.78%, down 6.59%. Service calls followed with 22.97%, up 6.46%. Good intent calls followed with 20.27%, down 5.42%. Fire calls finished with 9.46%, up 1.20%. The fire department will be flowing and servicing the city’s fire hydrants throughout the summer months. Goddard Enterprise will be doing maintenance on several of the city’s storm sirens throughout July. Incidents included two building fires, one road freight or transport vehicle fire, three brush or brush and grass mixture fires, one dumpster or other outside trash recepticle fire, two rescue or emergency medical (EMS) calls, 23 medical assists/assist EMS crew, three gas leaks (natural gas or LPG), two power lines down, two accident or potential accidents, one service call (other), two persons in distress (other), six lock-outs, one smoke or odor removal, one animal problem, three assists to police or other governmental agency, three public service, one good intent call (other), three dispatched and cancelled en-route, 11 authorized controlled burns, one false alarm or false calls, one system malfunction and one alarm system sounded with no fire (unintentional).
Street Department – 10 tons of potholes patched, three miles (x2) of blocks graded, two culberts installed, one block of ditches cleaned, 15 days (150 hours) of blocks brush-hogged, two signs installed, 350 tons of gravel hauled, 15 loads of dirt and mud hauled off, eight pieces of equipment washed and serviced, one brush hog broken and 20 hours of overtime worked. In addition, the street department prepared for the rodeo, Cruise Knight, helped the Union and mowed Nichols Park and the new lake twice.
Henryetta Public Library – Added 45 magazines to the collection. Added 19 books. Materials checked out totaled
884. There were 13 obituary searches. Customer assistance/reference questions totaled 49. Microfilm was used 16 times. Computers were used 377 times. Six library cards were renewed and nine new library cards were issued. Revenue from dues (out of county users) was $12.00. Revenue from fines was $29.95. Revenue from copies/faxes was $234.55. Revenue from donations to the Memorial Fund was $679.00.
Henryetta Wastewater Maintenance Department – Eleven lines were rodded and jet rodded. One manhole riser was installed. Other maintenance performed included: Removal of sludge from drying bed #4, sewer main locates finished, sludge removed from drying bed #1, jet rodded several main line blockages, jet rodded tin horn at low water crossing - Nichols Park, mowed grass and sprayed weeds at the plant, sludge pumped to drying bed #4, line repair at 12th & Moore and replaced outside faucet on the north side of the lab building.
